It is a water tap in a gas boiler The plastic tap handle cracked and the knob slips on the splines.
You used to be able to buy new plastic knobs or better brass ones,

I used to have a set of sockets that had more points than usual many years ago but can't remember what make and have had a bit of an internet search but came up with nothing I'm afraid.
If it was me I would be using a pair of mole grips until it is too far gone and then replace with a new valve.
I had an Allen type set, there was extension pieces where the valve was inside the cabinet
The alternative is a new plastic knob, brass would be better
